Centre plans new teachers’ education programme
The government is planning to launch a separate programme for teachers’ education to give impetus to the Centre’s flagship Sarva Siksha Abhiyan (SSA) or the scheme for universalisation of access to and improvement of quality of education at second...
The new scheme would be launched in association with NCERT, which would also work as the oversight agency for the programme. The programme would be made outcome-oriented and timeframes would be set for the same, an official source said. Outside agencies would also be involved in the evaluation process.
���We strongly feel the urgently-needed and self-evident reforms in teachers��� education could be effected without change in cost norms. It could be done without waiting for outcomes of the evaluation since the capacity-building of teachers for achieving the desired quality and learning level is well-recognised,��� he said, adding that the revamping is required for getting the most out of the Rs 1,66,000 crore being invested on primary and secondary education during the Eleventh Plan.
The Planning Commission has also criticised the MHRD for not properly utilising the Rs 500 crore provided during 2007-08 for teachers��� education. In a strongly worded letter to the ministry it has said that the suggested revamping does not involve any additional change in cost norms which may require the approval of the Eleventh Finance Commission. The Centre may, however, allocate additional funding, if required in genuine cases.
The government would also set up a portal for giving details of all teachers��� education institutions, calendar of their training programmes, curriculum and best teaching / learning practices apart from other details.
