A 2023-batch IAS officer of the Uttar Pradesh cadre, Rinkoo Singh Rahee, has sought repatriation to his parent Provincial Civil Services (PCS), citing prolonged lack of defined responsibilities, even as his family in Aligarh has appealed to authorities to assign him meaningful work.

In a letter dated March 26 addressed to the President, Rahee requested permission to tender a technical resignation from the IAS, stating that he has remained without substantive responsibilities for around eight months while posted at the Board of Revenue in Lucknow, according to PTI.

He clarified that his move should not be seen as quitting public service. “I am not talking about quitting the system. It is a technical resignation only,” he told PTI, adding that he continues to respect the constitutional framework.


Denies personal distress

The officer denied any personal distress or harassment, saying his decision was not linked to depression or personal issues. “I have no personal issues. I am not personally harassed, not in depression, I have already faced the worst,” he said.

He added that he remained committed to public service but expressed a moral dilemma over drawing salary without being assigned meaningful responsibilities. He also said his adherence to constitutional values and an accountability-driven approach had created a sense of “unsuitability” within the system.

According to PTI, Rahee joined the state civil services in 2009 and was inducted into the IAS in 2023 after clearing the Civil Services Examination. He underwent training at LBSNAA Mussoorie and later district training in Mathura.

He was posted as Joint Magistrate in Shahjahanpur in July 2025 but was later shifted to the Board of Revenue. He alleged that efforts to improve transparency and highlight irregularities led to resistance and his removal from active duties. He alleged that his efforts to expose financial irregularities resulted in threats and a life-threatening attack, with no effective investigation into subsequent complaints.

Family appeals for meaningful assignment

In Aligarh, his father and uncle appealed to authorities to consider his situation sympathetically, saying he is not resigning from service but seeking justice through proper assignment.

“He has only requested that he be given an opportunity to serve with dignity instead of being sidelined,” his uncle said, according to PTI. His father added, “Give my son a chance to perform his duty honestly.”

Political reactions over administrative functioning

The matter has drawn political reactions, with Samajwadi Party chief Akhilesh Yadav alleging that efficient officers are being sidelined in Uttar Pradesh, while Azad Samaj Party chief Chandrashekhar Azad described it as a reflection of systemic neglect.

In a post on X, Yadav said efficient officers have "no importance" in the BJP government and are often sidelined, while those involved in corruption are given preference. He urged officers not to take decisions in haste, expressing hope that a future government would ensure "due respect and proper roles for competent officials".

Aazad termed the development "deeply concerning" and indicative of larger issues within the administrative system. In his remarks, Azad highlighted that Rahee, who belongs to the Dalit community, had earlier exposed corruption and survived a life-threatening attack, yet now finds himself without work, forcing him to seek resignation.
