MUMBAI: Maharashtra’s bureaucrats have asked the state to allow at least 50% attendance in government offices from September 1, as the current situation of working with just 15% attendance as a measure against the Covid-19 pandemic is hampering the functioning of the government.

Chief secretary Sanjay Kumar is learnt to have sent a proposal to Chief Minister Uddhav Thackeray to allow 50% staff to come to offices from september 1 However, several bureaucrats told ET they have been given to understand that while the chief minister could raise attendance in government offices from the current 15%, it was unlikely that he would raise attendance to 50%.

Senior IAS officers who have been coming to Mantralaya every day have said that several of the staff that work under them are available for only a few days every week.


“Allotting work or getting work done takes longer, because the chain does not get completed. If the deputy secretary is present one day, then the officer below him is absent, if the desk officer is present one day then the clerk below him is absent,” said a government official. He added that all this slow pace of government work when there is already a slowdown is likely to lead to more problems.

Another IAS official said that since work is allowed through a roster system, employees below IAS officials come only twice every four days. “The problem gets accentuated because of the five day week that we are also following. The chain does not get completed.”

An IAS official said that the chief minister is worried that 50% of attendance could cause more crowds in Mumbai’s local trains and that may lead to the spread of the infection in Mumbai.
