Ukraine will hit Russian refineries in response to Moscow's 'new doctrine' of airstrikes
Ukraine will double down on attacking Russian oil refineries in response to a new policy of airstrikes by Moscow designed to force people to abandon Kyiv and other cities, but will not target civilians, President Volodymyr Zelenskiy said.
Ukrainian intelligence has obtained documents showing that Russian leader Vladimir Putin had issued a "new doctrine" of military attacks on a much broader range of civilian targets ahead of this winter, Zelenskiy said.
"We saw documents and we know that they allow them attack infrastructure ... logistics ... roads, schools, hospitals, to pressure people to leave the capital, leave different cities," Zelenskiy said. "This is the goal of the operation."

Kautilya Economic Conclave 2026: PK Mishra says geography is reshaping global economics and supply chain risks
Principal Secretary to PM PK Mishra says geography has returned as a key economic factor, with disruptions to major shipping routes capable of affecting crude oil prices thousands of kilometres away. At the 5th Kautilya Economic Conclave, he says globalisation’s focus on specialisation and efficient cross-border trade remains relevant, but the pandemic, geopolitical conflicts and recent disruptions have highlighted the cost of interruptions.
Mishra says supply chains can become vulnerable when a single supplier or geography is unavailable. Mishra also points to lithium, cobalt and rare earths, which are vital for batteries, electronics, renewable energy and advanced manufacturing but have geographically concentrated extraction, processing and refining.
Mishra says technology was once thought to make geography less relevant, but it has returned to the centre of economic considerations. With a single country carrying out most refining for nearly all these critical minerals, he says the clean energy transition could create new dependencies even as it seeks to reduce reliance on oil, resulting in the transition being repriced.
