The skilled workers trained under the Pradhan Mantri Kaushal Vikas Yojana get higher wages, the government said on Wednesday.

“A quick study of PMKVY was undertaken by National Skill Development Corporation which found that standardized protocols and processes have largely been followed in various steps of the skill value chain and that the skilled under PMKVY get higher wages,” state minister RK Singh, in the ministry of skill development and entrepreneurship said in a written response in Rajya Sabha.

According to the minister, the ministry has been undertaking regular monitoring and evaluation of the various initiatives for necessary corrective measures, if any, and has assigned the task of third party evaluation of seven central sector schemes being implemented.


These schemes include the Pradhan Mantri Kaushal Vikash Yojana (PMKVY), Jan Shiksha Sansthan (JSS), up-gradation of 1396 government industrial training institutes (ITIs) through public- private partnership (PPP), skill development in 47 districts affected by left wing extremist (LWE), National Apprenticeship Promotion Scheme (NAPS), up-gradation of existing government ITIs into model ITIs and Enhancing Skill Development Infrastructure in North Eastern States (ESDI).

According to minister’s response to another question, the ministry of skill development and entrepreneurship is implementing a pilot scheme, PM YUVA (PM Yuva Udyamita Vikas Abhiyan) towards creating an enabling ecosystem through entrepreneurship education, training advocacy and easy access to the entrepreneurship network and focuses on students, trainees and alumni coming out of the skilling ecosystem such as Industrial Training Institutes, Pradhan Mantri Kaushal Kendra, Jan Shikshan Sansthan, etc.

Further, the minister said that the National Council for Vocational Education and Training (NCVET), which is an overarching skills regulator for regulating the functioning of entities engaged in vocational education and training, both long & short-term, and to establish minimum standards for the functioning of such entities has become operational with effect from July 2020.

There are 14,373 empanelled skill training centres in the country for conducting short term skill training under Pradhan Mantri Kaushal Vikas Yojana, of which 2,960 were operational as on March 17, 2020.

In addition, there are Pradhan Mantri Kaushal Kendras (PMKKs) set up as aspirational skill training centres in the districts, for which the government gives assistance in form of loan, and as on date, 738 PMKKs have been established, the minister said in a separate response.
